After almost two years of subpoenas, indictments and search warrants, the much anticipated report by the special counsel, Robert S. Mueller III, was released on Thursday. It revealed the scope of the Russian campaign to sabotage the 2016 election and detailed a frantic, monthslong effort by President Trump to thwart a federal investigation that imperiled his presidency.

The Mueller team decided not to charge the president with obstructing justice, citing numerous legal constraints (for example, the president cannot appear in court), but pointedly declined to exonerate him. The report also noted that Mr. Trump would lose immunity from prosecution at the end of his presidency.

In one of the more compelling revelations, investigators described how Mr. Trump ordered Michael T. Flynn, who would later serve briefly as his national security adviser, to find thousands of emails missing from Hillary Clinton’s computer server.
